The Delaware Union Contractors Association’s mission is to assist and promote the collective interests of the Union contractor and to facilitate and coordinate the activities that enhance the Union construction industry in the state of Delaware. 

DUCA works with all governmental bodies, agencies, boards, owners, construction managers, general contractors, trade unions and other union construction associations to represent the interest of Union contractors in the state of Delaware. We strive to improve safety, productivity, training and quality of work while promoting a high ethical standard for the advancement of the construction industry in Delaware.

DUCA members have access to our dedicated government affairs professional and we offer extensive support to lobby for successful outcomes. 

The DUCA Legislative Committee, in conjunction with our lobbyist, works to establish priorities, draft legislation, recruit bill sponsors, and educate lawmakers and other leaders on matters that make a difference concerning our members’ bottom line – securing work. 

DUCA’s government affairs team is a voice for union contractors and represents members’ interests at both the local and state levels pertaining to all matters impacting the union construction industry.

John (Sean) Healy IV is the CEO of Healy Long & Jevin, Inc. (HLJ), a premier commercial concrete construction company operating across the Mid-Atlantic. With over two decades at HLJ, Sean has overseen the construction of more than 5 million square feet of high-rise, health, science, and education projects. A graduate of the University of South Carolina with a Bachelor’s in Finance, he serves on several industry boards and community organizations including as President of DUCA.

Gregg Furtaw is the President of Enterprise Masonry Corporation (EMC), a leading commercial masonry contractor serving the Mid-Atlantic region. With over two decades at EMC, Gregg has excelled in roles from Project Manager and Estimator to Senior Estimator before assuming the presidency in 2015. He oversees daily operations, client relations, and business development, fostering growth in both public and private sectors. A graduate of Lehigh University with a Bachelor of Science, Gregg is also active in labor relations and industry organizations, including serving as Treasurer for DUCA.

President of Corrado American, Tony Brown leads a legacy company founded in 1945 specializing in heavy civil, site, and industrial construction. Corrado American has shaped Delaware's landscape with an impressive portfolio of projects, including the Christiana Hospital’s multiple phases, DuPont campuses, the Port of Wilmington, and the Claymont Rail Yard. In addition to his role at Corrado American, Tony serves as Vice President of DUCA, showcasing his dedication to advancing the industry.

Patrick Allen oversees government affairs and lobbies on behalf of DUCA members, leveraging over 20 years of experience shaping legislation. Before founding Allen Strategies, he was a partner at one of Delaware’s leading lobbying firms. Patrick’s previous roles include Director of Legislative and External Affairs for the Delaware Department of Justice and working for then-Senator Joseph R. Biden, Jr., focusing on labor and law enforcement. He also served as Deputy Campaign Manager for President Biden’s 2008 campaign and held positions with Wilmington City Council and the Office of the City Solicitor.
